The aim is to support reforms that strengthen Croatia’s ability to provide better care for its elderly. The note argues that, doing so, will involve making progress on several interlinked areas, from financing to workforce development, requiring deeper collaboration across multiple ministries and different levels of government. This is complex and, for most middle-income countries, making progress on this front has involved relying on outside technical expertise.
