This research proposes that the government of Malaysia should develop a specific body which act as a government agency to monitor the refugees in Malaysia. Despite not being a signatory to the Refugee Convention 1951 and its protocols in 1969, the government of Malaysia should not delegate the obligation in handling the refugees solely on the United Nation High Commission of on Refugees (UNHCR). Thus, an effort to establish the specific body to monitor the refugees should be taken seriously as it is important for Malaysia to have a control over the national security.
