The process is multi-year and multi-sectoral, in order to allow the government to thoroughly analyze every sector's expenditures for consistency with its corresponding sector strategy and the general macroeconomic framework. Four main issues were addressed: a) the role of the state vis-a-vis the private sector; b) the efficiency of expenditures as measured by results achieved and their coherence with the sector strategy targets; c) the equity of expenditures measured by their contribution to promote more equal distribution of revenues and welfare; and d) budgetary procedures and institutional arrangements. 2012-08-13T09:52:21Z 2012-08-13T09:52:21Z 1997-11 http://documents.worldbank.org/curated/en/1997/11/13811345/benin-improving-budget-systems-increase-poverty-alleviation-impact http://hdl.handle.net/10986/9915 English Africa Region Findings & Good Practice Infobriefs CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ World Bank Washington, DC Publications & Research :: Brief Publications & Research Africa Benin
