This paper studies the effects of the Industrial Areas (IA) program in Karnataka, India, which rezoned agricultural land for industrial use, but without the economic incentives common with other place-based policies. This paper finds that the program caused a large increase in firm creation and employment in villages overlapping the IAs. Moreover, the surrounding areas experienced spillover effects, with workers shifting from agricultural to non-agricultural employment, and entrepreneurs establishing numerous small-scale service sector and agricultural firms. 2021-02-11T17:59:29Z 2021-02-11T17:59:29Z 2021-02 Working Paper http://documents.worldbank.org/curated/en/961521612895052259/Land-Rezoning-and-Structural-Transformation-in-Rural-India-Evidence-from-the-Industrial-Areas-Program http://hdl.handle.net/10986/35133 English Policy Research Working Paper; No. 9541 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo World Bank World Bank, Washington, DC Publications & Research Publications & Research :: Policy Research Working Paper South Asia India
