The aim of the review is to support the government’s effort to control the wage bill and improve efficiency and effectiveness in public administration. The government also requested an integrated review of service delivery in three sectors: (i) health; (ii) education; and (iii) labor and social policy. The Vertical Review of the Ministry of Labor, Employment, Veteran and Social Affairs (MoLEVSA) is the labor and social policy component of the overall integrated review of service delivery. The activities that were ultimately selected were: review of the operations of the central registry for social insurance (CROSO); review of the staffing and expenditures of the pension and disability fund of Serbia (PIO); analysis of the structure and administration of Serbia’s social assistance programs; and analysis of the staffing and relative efficiency of the branch offices of the national employment service (NES).
