The primary audiences for this report are development practitioners engaged in designing similar projects, evaluators interested in using similar methodology, and the general evaluation community. The rest of this report is organized as follows. Chapter 1 briefly explains how irrigation projects transmit their impacts, identifies potential areas of concern for this type of project, and illustrates these with experiences in water-related projects around the world. Another section in this chapter provides some necessary background on the agricultural sector in Peru, past and present, and a brief description of the irrigation program and each of its components. Chapter 2 discusses the mixed-methods approach used in the impact evaluation, focusing on data description. Chapter 3 elaborates on the technical strategy used to identify impacts. Chapter 4 presents and discusses the findings.
