The assessment was based on the Public Expenditure and Financial Accountability (PEFA) methodology. The overall objective of the exercise is to provide all stakeholders with an evidence-based assessment of the PFM system and a common basis for identifying priority areas for improvements. The assessment covers primarily the period 2004-06, although for some indicators more recent information is incorporated in the analysis. Some of these areas are already covered by ongoing reforms, while others may not be.
