The tests allow for non-stationary fixed effects in the consumption growth process. Evidence is found of geographic externalities, stemming from spillover effects of the level and composition of local economic activity and private returns to local human and physical infrastructure endowments. The results suggest an explanation for rural underdevelopment arising from under-investment in certain externality-generating activities, of which agricultural development emerges as the most important. 2014-08-07T20:13:15Z 2014-08-07T20:13:15Z 2002-08 http://documents.worldbank.org/curated/en/2002/08/1997764/externalities-rural-development-evidence-china http://hdl.handle.net/10986/19268 English en_US Policy Research Working Paper; No. 2879 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ Publications & Research :: Policy Research Working Paper Publications & Research East Asia and Pacific China
