The activities under these components were designated to help the government consolidate the achievements of phase I and make further progress in : a) strengthen the government's capacity to ensure sustainable development of RE and EE; b) create incentives for energy efficiency and the use of renewable energy sources; c) ensure the effectiveness of technical assistance and financing mechanisms designed to develop RE and EE; and d) develop projects to demonstrate the advancement of RE and the application of EE measures. This report on operational activities includes an executive summary and sections on background, program objectives, components, cost, and implementation; the RE and the EE components.
