However, their effectiveness is unknown. The authors conducted a large-scale randomized experiment in the Philippines testing the impact of unilaterally facilitating international labor migration. The most intensive treatment doubled the rate of job offers but had no identifiable effect on international labor migration. Even the highest overseas job-search rate that was induced (22 percent) falls far short of the share initially expressing interest in migrating (34 percent). The paper concludes that unilateral migration facilitation will at most induce a trickle, not a flood, of additional emigration. 2014-02-05T15:31:29Z 2014-02-05T15:31:29Z 2013-11 http://documents.worldbank.org/curated/en/2013/11/18479589/unilateral-facilitation-not-raise-international-labor-migration-philippines http://hdl.handle.net/10986/16925 English en_US Policy Research Working Paper; No. 6689 CC BY 3.0 IGO http://creativecommons.org/licenses/by/3.0/igo/ World Bank World Bank, Washington, DC Publications & Research :: Policy Research Working Paper Publications & Research East Asia and Pacific Philippines
