Guinea has begun the implementation of ICT in the tertiary education sector in collaboration with donors. Donor efforts have also recorded significant impact on the primary and secondary education sectors. Specifically, United States Agency for International Development (USAID) has assisted Guinea under the Global Learning and Observation to Benefit the Environment (GLOBE) programme and launched other initiatives jointly with some state organizations. Poor electrification and telecommunication infrastructure, however, hinders the process. Connectivity is limited to certain urban areas and power supply is at best irregular even in the administrative region in the capital city, Conakry, where the ministries and principal organs of state are located.
