As a country recovering from a devastating civil war that destroyed its infrastructure, Sierra Leone has huge gaps in both ICT policy-making and implementation both at the national and educational levels. An ICT policy has still not been finalized, and the education sector has no systematic policy of integrating ICTs at all levels.
