This will gives bad perceptions towards the tourist. Hence, the implementation of carrying capacity concept is an effort to preserve the tourism area as a sustainable tourist destination as well as maintaining its natural value. Based on existing researches, it clearly shows the success of the carrying capacity concept. However, most of it mentioned on the implementation of the concept without stating the exact value of limit for each aspect of tourism. Based on the research problem, objectives of the research can be formulated by studying the environmental negative impact after the emergence of tourism area. Besides that, this research will identify the limit of each aspect of tourism with observation of every possible circumstance. This research focuses on two types of literature; the legal literature and carrying capacity aspect of tourism development in tourism sites. Both literatures may be divided into the primary sources and secondary sources. The primary sources consist of analyzing the lack of the current legal materials and legal implementation besides the pilot interviews with the industry players. The interview will support the existing data from the secondary sources search. As for the secondary sources, supporting books and articles related to the topic will be examined. To achieve these objectives, combination of descriptive and analytical will be done. The output of this paper is a theoretical framework of carrying capacity in reducing the waste produced in tourism area.
