For example; there is the Observational Record of the Caregiving Environment (ORCE) (NICHD Early Childcare Research Network, 1996), ACEI Global Guidelines Assessment (GCA), the Infant-Toddlers Child Care Home (IT-CC-Home) (Bradley, Caldwell &Corwyn, 2003) and The Assessment Profile for Early Childhood Programs: Research Version (Abbott-Shim & Sibley, 1992). Despite that, ITER-S (Infant Toddlers Environment Rating Scale) developed by Harms, Clifford &Cryer, 2006 that adapted from Early Childhood Environment Rating Scale (ECERS) in 1980 is the widely used as an instrument to assess childcare particularly for infants and toddlers from birth to 30 month of age. The purpose of this study is to justify why the researchers chose the ITER-S rating scale to assess nursery environment. Type study will also look at past evaluation conducted using the ITER-S rating scale, to determine the suitability of this rating scale in Malaysia. The study will also look at whether its practicability incoherence with Malaysian socio-cultural context.
